ArmadaCare's Management Team

Keith Sullivan,

Managing Partner


Mr. Sullivan is a co-founder of ArmadaCare. He is a skilled expert in the employee benefits industry and has extensive executive experience in the formation and successful management of businesses.

Prior to founding ArmadaCare, Mr. Sullivan was a founder and served as President and Chief Executive Officer of PERFORMAX, a health care benefits consulting and administration company that managed over $600 million in costs for its clients. PERFORMAX was created out of Corporate Healthcare Financing, Inc. (“CHF”) in 1998 through a management led buy-out orchestrated by Mr. Sullivan. During the management buy-out, Mr. Sullivan teamed with Brian Rogers to reposition and re-brand the new company as PERFORMAX. Mr. Sullivan led PERFORMAX to profitable expansion, 11 sales offices across the country and an employee and consulting staff of over 250 individuals.

Prior thereto, Mr. Sullivan founded Healthcare Plan Management, Inc. (“HPM”), where he served as President and Chief Executive Officer. HPM provided sophisticated, turnkey employee benefit plan design and management services to mid-market companies. HPM merged with United American Healthcare Corporation (NYSE:”UAHC”) in 1993 and Mr. Sullivan continued his leadership role with the new UAHC subsidiary, then called Corporate Healthcare Financing, Inc., where he served as Vice Chairman and Executive Vice President. Early in his career he helped develop and build the employee benefit consulting practice of Solomon Financial Services in Washington, D.C. Mr. Sullivan began his career at Home Life Insurance.

Mr. Sullivan is a graduate of The University of Maryland, College Park, Maryland with a Bachelor of Science degree in Business Management.

Brian M. Rogers,

Managing Partner

Mr. Rogers is a co-founder of ArmadaCare and is a seasoned business executive and financial professional with over 20 years experience serving entrepreneurs as a Big Four consultant and inside executive.

Prior to founding ArmadaCare, Mr. Rogers was Executive Vice President and Chief Financial Officer for three prominent Baltimore-based organizations: PERFORMAX, a health care benefits consulting and administration company that managed over $600 million in premiums, Fusion Sales Partners, a $450 million sales organization and O’Conor Piper and Flynn, a regional provider of integrated residential real estate services with 50 sales offices and 2300 employees.

Mr. Rogers began his career in the Entrepreneurial Service Group of Ernst & Young and achieved the level of Senior Manager in 1990. In his eight years with Ernst & Young he was responsible for a broad client base of privately owned and emerging businesses throughout the Mid-Atlantic region.

Mr. Rogers graduated from the University of Virginia, Charlottesville, Virginia with a Bachelor of Science degree in Commerce and a Masters of Business Administration, with Honors, in Finance from Loyola College, Baltimore, Maryland. Mr. Rogers is also a Certified Public Accountant.

Charlotta Winslow-Jenkins,

Chief Marketing Officer

Charlotta Winslow-Jenkins joined ArmadaCare in 2006 to spearhead the company’s go-to market strategies and ensure it meets established growth objectives. Ms. Winslow-Jenkins brings extensive experience in the growing field of health programs tailored to the unique needs of executives. She works closely with current and potential strategic and distribution partners to support the sales and marketing of ArmadaCare’e executive health products.

Prior to joining ArmadaCare, Ms. Winslow-Jenkins was Vice President of PinnacleCare where she launched the company’s entry into the corporate executive market. Responding to clear segments of need in the marketplace, Ms. Winslow-Jenkins was also instrumental in revamping PinnacleCare’s consumer service offerings.

Ms. Winslow-Jenkins has over 20 years of senior sales, marketing and business leadership experience. She has repeatedly helped companies grow through effective marketing programs and strategic product and market development. Among her previous positions, she served as a senior marketing executive for Cadmus Journal Services. In that role, she helped the company become the global market leader in providing digital and print services to leading medical publishers.

Ms. Winslow-Jenkins graduated with honors from the Stockholm School of Economics with a Masters of Business Administration and is fully bilingual in English and Swedish.
